1. If a decision to publish is taken, open access to scientific publications stemming from research which receive public funding from Horizon 2020 shall be mandatory (46, 528, 532).
2. Furthermore, open access to scientific data resulting from publicly funded research under Horizon 2020 shall be promoted, taking into account constraints pertaining to privacy, national security or intellectual property rights.
3. The Commission shall evaluate, before the end of the financing period of Horizon 2020, the impact of the practice of open access to data on the circulation of scientific knowledge and the acceleration of innovation. This will be done with a view to define the further policy on open access and its implementation in the next EU research framework programme”
