    Preview of Mr. Dan Pescod’s (possible) presentation:

    –WIPO is not a “human rights commission” …. Its business is, however, conducted by member states, the large majority of which have signed the UN Convention on the Rights of People with
    Disabilities.

    — The Convention requires states to ensure access to information for disabled people, and also (in Article 31) that intellectual property law not prevent disabled people’s access to cultural materials. So our call for these member states to respect disabled people’s human rights, as outlined in the Convention, by putting in place a law to remove copyright barriers, is relevant.

    However — I myself would add – that Article 4.1.a of the CRPD mentions ‘To adopt all appropriate legislative, administrative and other measures measures.’ Apparently many WIPO member states have concluded that the provisions of the current WIPO SCCR 23/7 document go way beyond what they deem as ‘appropriate’.
